Can a bent rim be repaired?

Most bent or curb-damaged alloy wheels can be straightened and refinished by a wheel repair shop for less than a new wheel. A cracked wheel is a different matter — many shops will not weld a crack on a wheel meant for road use.

Do wheel shops install tires too?

Most do: wheel and rim shops usually mount, balance and align in-house, and many sell wheels and tires together as a package.
